(U//FOUO) On July 10, 2015, the Federal B ureau of Investigation (FBI) initiated a full
investigation b ased upon a referral received from the US Intelligence C ommunity Ins pector
General (ICIG), submitted in accordance wit h Section 811(c) of the Inte lligence Autho rization
Act of 1995 and dated July 6, 2015, regard ing the potential unauthorize d transmission and
storage of classi fied informatio n on the personal e-mail server of former Secretary of State
Hillary Clinto n (Clinton ).3 The FBI's inve stigation focus ed on determ ining whether classified
information was transmitted or stored on un classified sys tems in violation of federal criminal

statutes and whe ther classified information wa s compromis ed by unauthor ized individuals, to
include foreign governments or intelligence services, via cyber intrusion or other means.
(U//FOU 9) In fu rtherance o f its investigation, the FBI acq uired compute r equipment an d mobile
devices, to incl ude equipmen t associated wit h two separate e-mail serve r systems used by
Clinton, and f orensically revi ewed the items to recover re levant evidence. In response to FBI
requests for classification d eterminations in support o f this investigation, US Intelligenc e
Community (U SIC) agencies determined tha t 81 e-mail c hains,b,c which FBI i nvestigation
determined were transmitted and stored on Clinton' s UNCLASSI FIED personal server systems,
contained class ified informatio n ranging from the CONFI DENTIAL to TOP SECRE T/SPECIAL
ACCESS PRO GRAM levels at the time the y were sent be tween 2009-2013 . USIC ag encies
determined tha t 68 of these e- mail chains re main classified. In addition, th e classification
determination process admin istered by the US Departmen t of State (State) in connection with
Freedom o f Information Ac t (FOIA) litiga tion identified approximately 2,000 additiona l e-mails
currently classi fied CONFID ENTIAL and 1 e-mail curren tly classified SECRET, which FBI
investigation determined were transmitted and stored on at least two o f Clinton 's personal server
systems.d
(U//FOUO) The FBI's investigation and forensic analysis did n ot find evidence confirming th at
Clinton 's e-mail ac counts or mobile devices were compromised b y cyber means. However,
investigative l imitations, in cluding the F BI's ina bility to obtain all mobile d evices and variou s
computer comp onents associa ted with Cli nton's p ersonal e-mail systems, preve nted the FBI from
conclusively d etermining whe ther the classi fied informatio n transmitted and stored on Clinton' s
personal se rver systems was compromised via cyber intr usion or other me ans. The FB I did find
that hostile foreign actors successfully ga ined access to t he personal e-mail accounts of
individuals wi th whom Cli nton was in reg ular contact and, in doing so, obtained e-mai ls sent to
or received by Clinton on he r personal account.
1. (U//FOUO) Clinton’s Person al E-Mail Server Systems
A. (U/fFOUO) Init ial E-mail Server: June 2008 - Mar ch 2009
(U//FO U0) In or around 2007, Justin Cooper, at the time an aide to forme r President Will iam
Jefferson Cl inton (Presiden t Clinton), purc hased an Appl e OS X serve r (Apple Server) for the
sole purpose o f hosting e-mail services for Pr esident Cli nton's staff.1,2 Due to concern over
ensuring e-mail reliability and a desire to segregate e-mail for President Clinton' s various p ost
presidency endeavors, Presi dent Clint on's aides decided to ma intain physical control of the
Apple Server in the Clinton residence in C happaqua, New York (Chap paqua resid ence).3,4,5
According to Cooper, in or around June 2008, a representa tive from Ap ple installed th e Apple

According to State Under Secretary of Management, Patrick Kennedy, unclassified information provided to State in confidence
can later be considered classified when it is “further assessed the disclosure of such information might damage national security
or diplomatic relationships.” Such information is referred to as “up-class” or “up-classified.”

from Cooper or Apple to veri fy the installation. At the time, Cooper was the only indivi dual with
administrative access to the A pple Server; ho wever, the Clinton family and their Chap paqua
residence s taff had physical access to the A pple Serv er.8,9 The Apple Server i nitially hosted the
domains presid entclinton.com and wicoffice.co m. which we re used by Pr esident Cli nton's
staff /’10,11
(U//F0U 8 ) Prior to January 21, 2009, when she was sworn in as the US Secretary of State,
Clinton used a personally-acq uired BlackBe rry device with service initial ly from Cing ular
Wireless an d later AT&T W ireless, to ac cess her e-mail account s.12,13 Clinton initially us ed the
e-mail addresses hrl [email protected] gular.blackber ry.net and then changed to
[email protected] tt.blackb erry.net. 14,15 According to Cooper , in January 2009, Clinton decided to stop
using her h rl [email protected] rry.net e-mail address and inst ead began usin g a new private domain,
clintonemail.com. to host e-m ail service on the Apple Server.16 Clinton stated to the FB I that she
directed aides, in or around J anuary 2009, to create the cl intonemail.com account, and as a
matter of convenience her clintonemail.com account was moved to an e-mail system maintained
by President Clinton 's aide s.17 While Coope r could not sp ecifically recall r egistering the domain,
Cooper was lis ted as the poin t of contact fo r clintonemail.co m when the domain was reg istered
with a doma in registration services compan y, Network Solutions, on January 13, 2 009.18,19
Clinton used h er att.blackber ry.net e-mail account as her p rimary e-mail address until
approximately mid-to-late Ja nuary 2009 whe n she transitio ned to her new ly created
[email protected] tonemail.com account.20,21 The FBI did not recover any information indicating that
Clinton sent an e-mail from h er hr [email protected] e-mail after Marc h 18, 2009.
(U/ZFOUO) Acco rding to Cooper, in or around January 2009 the decision w as made to mo ve to
another serve r because the Ap ple Server was antiquated an d users were experiencing pro blems
with e-mail delivery on the ir BlackBerry devices.22,23 At the recommendation of Huma Abedin,
Clinton 's long-time aide and later Deputy Chi ef of Staff at State, in or around fall 2008, Co oper
contacted Bryan Pagliano, wh o worked on Clinton' s 2008 preside ntial campai gn as an
information tec hnology sp ecialist, to build the new serve r system and to assist Coop er with the

administration of the new server system. ’ ’ ’ Pag liano was in th e process o f liquidating the
computer equ ipment from C linton's presidential campaign when Cooper conta cted Pagliano
about using some of the ca mpaign's computer e quipment to rep lace the existin g Apple Ser ver at
Clinton 's Chappaqu a residence .28,29 Pagliano was una ware the se rver would be us ed by Clinton
at the time he w as building the server system; rather, he bel ieved the se rver would be us ed by
President C linton's sta ff30 Clinton told the FBI th at at some po int she became aware there wa s a
server in the base ment of her Chappaqua res idence.31 However, she was una ware of the
transition from the Apple Server managed by Cooper to another serv er built by Paglia no and
therefore, was not involved in the transitio n decision .32
B. (U/7F0fJG) Sec ond E-mail Server: March 20 09 - June 2013
e (U//[email protected]) The Apple Server consisted of an Apple Power Macintosh G4 or G5 tower and an HP printer.

President Clinton did not maintain an e-mail account on the Apple Server. The e-mail
domain wicoffice.com was primarily a legacy domain that contained mostly forwarded e-mail.
